SUBJECT: Summary Minutes of the Planning- Engineering- Operations Committee Meeting
The Planning- Engineering- Operations Committee held a meeting on July 19, 2000. Present were
Paul Armstrong, Brett Barbre, William Robertson and Ken Vecchiarelli. The committee
discussed the following items.
1. Rose Drive Friends Church. Director Barbre inquired about the status of the Rose Drive
Friends Church project. Mr. Vecchiarelli commented on the project activities to date. Water
system improvement plans are not yet completed.
2. Casino Ridge Development. Director Armstrong inquired about the status of the proposed
Casino Ridge Development. Mr. Vecchiarelli reported there has been no activity since the
approval of terms and conditions. A discussion followed regarding potential solutions to low
pressures. Mr. Robertson reported that the Executive Committee is considering these issues.
3. Hidden Hills Reservoir. Mr. Vecchiarelli reported on the need to move forward with the
Hidden Hills Reservoir in Improvement District No. 2. The committee discussed the project
and suggested direction to staff. The project will come to the full Board for approval to
solicit proposals for engineering services and to discuss rights of way issues.
4. Shell/Toll Bastanchury Sewer. This item was deferred for discussions at a later date.
5. Inspection/Project Management. Mr. Vecchiarelli reported that Bill McCue from ASL
Consulting Engineers is assisting staff on a full -time basis with project management. Mr.
McCue has 23 years experience in engineering with various construction inspection
certifications. Mr. McCue is working in -house coordinating construction management
activities on various projects.
6. Hacienda Project. Mr. Vecchiarelli reported on the status of the construction project.
7. Altrudy Project. This item was deferred for discussions at a later date.
8. Imperial Highway Update. Mr. Vecchiarelli reported on activities between the City of Yorba
Linda, their design engineer, and District staff. The Imperial Highway Project impacts
existing District facilities including an 18 -inch water transmission pipeline between
Bastanchury Road and Eureka Avenue.
9. Facility Finance Design and Construction Agreement with Shell/Toll for backbone sewer.
Mr. Vecchiarelli reported on an agreement with SWEPI, Inc. for the extension of sewer %
trunks in Valley View Circle serving Villages I and II of the Shell Development. This item /
is presented on the July 27, 2000 Agenda for the Board's consideration.
