HomeMy WebLinkAbout1998-08-18 - Personnel-Risk Management Committee Meeting Minutes0 AGENDA REPORT DATE: August 27, 1998 TO: President and Members of the Board FROM: Personnel -Risk Management Committee �J ITEM NO. /50* SUBJECT: Summary Minutes of the Personnel -Risk Management Committee Meeting The Personnel -Risk Management Committee held a meeting on August 18, 1998. Present were Michael Beverage, Carl Scanlin, William Robertson and Roger Lubin. The Committee discussed the following items: 1. Compensation Philosophy. The Committee discussed more details about adopting a compensation philosophy. This matter is scheduled for one more Committee review and then presentation to the full Board prior to October. 2. Level 3, PERS Survivor Insurance. Mr. Lubin reported on PERS survivor benefits. The District's current coverage, Level 1, can be adjusted to Level 3 at a small annual cost of about $1,300. The increased benefit nearly doubles the monthly compensation to survivors of employees who die before they retire. Staff will continue to review this matter and present it near budget time next year. 3. 2% at 55. Mr. Robertson reported that staff has asked PERS for actuarial calculations to consider adjusting the District's retirement plan from 2% at 60 to 2% at 55. The calculations are scheduled for completion later this year and then this matter will return to the Committee for further discussion. No formal Board action is scheduled at this time. 4. Union Issues. Mr. Lubin reported the Teamsters Union has asked their bargaining unit employees for more support, otherwise continued representation by the Teamsters may not be in the Union's best interest. The deadline for the bargaining unit to respond is the middle of September. 5. Other. Mr. Robertson reported on an upcoming small claims court case, the JPIA insurance premium, and a letter to congressman opposing a proposal to require new employees to join that Social Security in addition to PERS.
