PUBLIC COMMENTS Any individual wishing to address the committee is requested to identify themselves and state the matter on which they wish to comment. If the matter is on this agenda, the committee Chair will recognize the individual for their comment when the item is considered. No action will be taken on matters not listed on this agenda. The next Citizens Advisory Committee meeting is scheduled to be held Monday, September 23, 2013 at 8:30 a.m. Items Distributed to the Committee Less Than 72 Hours Prior to the Meeting Pursuant to Government Code section 54957.5, non - exempt public records that relate to open session agenda items and are distributed to a majority of the Committee less than seventy -two (72) hours prior to the meeting will be available for public inspection in the lobby of the District's business office located at 1717 E. Miraloma Avenue, Placentia, CA 92870, during regular business hours. Protecting Water Through Preparedness & Response Coordination ITEM NO. 5.3 AGENDA REPORT Meeting Date: August 26, 2013 To: Citizens Advisory Committee From: Steve Conklin, Acting General Manager Subject: OCWD Desalination Citizens Advisory Committee SUMMARY: As part of a working group made up of cities and water districts in Orange County, the Orange County Water District (OCWD) executed a confidentiality agreement in April 2010 to receive information from Poseidon Resources to study its proposed ocean desalination facility in Huntington Beach. On June 24, 2013, the OCWD Board of Directors approved executing an amendment to the agreement, giving OCWD access to additional information to study the economic feasibility of the project that may lead to a water purchase agreement for the entire production capacity of the plant. The Board also approved establishing an Ocean Desalination Citizens' Advisory Committee to make recommendations and provide input to the Board on the proposed Huntington Beach Desalination Project. The committee will meet monthly, or as needed, without compensation.
