be held Monday, January 6, 2014 at 4:00 p.m.

Pursuant to Government Code section 54957.5, non - exempt public records that relate to open session agenda items

WHAT DOES WATER DO FOR YOU?
Calling all Elementary School Artists! YLWD and PYLUSD are proud to present our Annual Bottled Water
Label Contest.
This year's theme is: What Does Water Do For You?
All students in grades K -5 that live in or attend schools with YLWD's service area are eligible.
All Entries must be submitted by February 281h. District will narrow the field to atop three with the
winner being decided in an on -line vote.
As always, the winning artwork will be featured on the in b YLWD's bottled water and the artist
will be recognized by our Board of Directors. A �Mk

Working Together For the People We Serve
Yorba Linda Water District is constantly looking for ways to improve our service. In that regard, our Board of
Directors has been very active in meeting with decision makers from other agencies in our service area to ensure
continuity and explore areas where we can collaborate to make the best use of resources and get the most out of
the public dollar.
For example, we meet regularly with the City of Yorba Linda and the City of Placentia, where we are looking at
options for saving tax payer dollars via water conservation. A joint project replacing grass islands on streets
within the District's service area in Placentia with artificial turf and drought tolerant landscape would over time
save taxpayers thousands of dollars each year. Other topics include alternative uses of current facilities for public
recreational use.
Another area where this collaboration is extremely important is Emergency Management. For that reason, our
Joint Agency Committee consisting of electeds and management from both the Water District and the City of Yorba
Linda, decided to hold a Town Hall Meeting with the Orange County Fire Authority and the Orange County Sheriff's
Department and do a Five Year Retrospective of the Freeway Complex Fire. Nlhkl
During this meeting, we all took turns detailing what each agency has done to prepare for the next emergency or
disaster. A video of this meeting is available on our website. It's not a question of'if a fire, earthquake or some
other emergency will occur, it's when. While we cannot always predict these situations, constant communication
and good working relationships with our neighbors in public service is vital to providing the best public service -
even under the most uncertain circumstances.
No Such Thi
There is a myth perpetrated among manufacturers of disposable rags that deems some of these products
as flushable. Don't believe it.
Today, you can find almost any type of cleaning product in the form of a convenient pop -up disposable
rag. These rags such as baby wipes, shop rags, dusters, sweeper and general disinfectant rags, even if
labeled "flushable," should not be flushed down the drain. The materials used to manufacture these rags
do not degrade or break down in the sewer system.
"We advise our customers not to put anything other than human waste or toilet paper down the toilet,"
said John DeCriscio, YLWD Operations Manager. "The toilet is only meant to flush the three P's - pee,
poop and paper."

The Bay Delta Conservation Plan
Located in Northern California, the Sacramento San Joaquin Delta (Delta) is a network of rivers, streams, marshes
and grasslands that serves as a primary hub to our state wide water delivery system. While water providers in
Orange County have made great strides in finding and utilizing local, alternative sources of water, a large
percentage of water is still imported; much of it from the Delta.
Currently, water is ushered through the Delta by 100 year old levees that are structurally vulnerable. A major
earthquake in the Bay Area could allow saltwater to rush into the Delta, contaminating it and cutting off this crucial
water source. A reliable water source and delivery system is critical for all of California.
The Bay Delta Conservation Plan (BDCP) is the proposed framework to upgrade the statewide water delivery
infrastructure. The plan would also help restore the Delta's delicate ecosystem. A preliminary draft of the BDCP,
prepared by a group of water agencies, environmental and conservation organizations, state and federal agencies,
and other interest groups, was released in May for public review. Yorba Linda Water District is supportive of
efforts to improve state wide water delivery and protect our limited water resources.

For some time the District has been looking at doing a History of YLWD Video. The first step in this
production process is collecting interviews with YLWD staff and electeds of the past. Staff is looking
at beginning interviews in February.
