PUBLIC COMMENTS Any individual wishing to address the committee is requested to identify themselves and state the matter on which they wish to comment. If the matter is on this agenda, the committee Chair will recognize the individual for their comment when the item is considered. No action will be taken on matters not listed on this agenda. Comments are limited to matters of public interest and matters within the jurisdiction of the Water District. Comments are limited to five minutes. 4. ACTION CALENDAR This portion of the agenda is for items where staff presentations and committee discussions are needed prior to formal committee action. 4.1. Minutes of the YLWD/City of Placentia Joint Agency Committee Meeting held October 14, 2013 Recommendation: That the Committee approve the minutes as presented. 5. DISCUSSION ITEMS This portion of the agenda is for matters such as technical presentations, drafts of proposed policies, or similar items for which staff is seeking the advice and counsel of the Committee members. This portion of the agenda may also include items for information only. 5.1. Joint Turf Replacement Demonstration Project 5.2. Vehicle and Equipment Sharing 5.3. The date and time of the next YLWD/City of Placentia Joint Agency Committee meeting is yet to be determined. Items Distributed to the Committee Less Than 72 Hours Prior to the Meeting Pursuant to Government Code section 54957.5, non-exempt public records that relate to open session agenda items and are distributed to a majority of the Committee less than seventy-two (72) hours prior to the meeting will be available for public inspection in the lobby of the District’s business office located at 1717 E. Miraloma Avenue, Placentia, CA 92870, during regular business hours. Chapman Avenue, Placentia CA 92870 The October 14, 2013 meeting of the YLWD/City of Placentia Joint Agency Committee was called to order at 9:30 a.m. The meeting was held in the City’s Administrative Conference Room at Placentia City Hall located at 401 East Chapman Avenue, Placentia CA 92870. 1. PUBLIC COMMENTS None. 4. ACTION CALENDAR 4.1 Approve minutes of the June 17, 2013 Joint Water Services Meeting The Council members and District board members had no changes or corrections to the minutes from the prior meeting. 5. DISCUSSION ITEMS 5.1 Vehicle and Equipment Sharing (Follow Up) City Administrator Butzlaff indicated that he would request information from LAFCO regarding the shared-services agreement and would provide an update at the next meeting. The Committee agreed to review the possibility of a rental agreement on vehicle and equipment. It was noted that Yorba Linda Water District would provide examples of agreements by the next meeting. There was discussion regarding the pros and cons of contracting out GIS services and the potential savings of sharing staff among agencies. City of Placentia/Yorba Linda Water District Joint Water Services Committee Minutes, October 14, 2013 Page 2 of 2 5.2 Water Efficient Landscaping Opportunities (Follow Up) Management Analyst Castro-Graham provided a brief overview of the water efficient landscape opportunities. There was discussion regarding a potential project to place artificial turf on City medians, the cost and funding involved for the project. The Committee received maps of the project area. The Committee agreed to examine AB 27696 for potential funding. City Administrator Butzlaff noted that they would try to reduce cost and create a proposal to present to the Yorba Linda Water District Board. It was noted that this would encourage reduction in water consumption. The Committee agreed that the City would put together a project description identify available funding and water saving measures. 5.3 Orange County Water District Proposed Annexation City Administrator Butzlaff noted that Golden State Water Company provided a presentation to the City in February. He noted that the proposed annexation would increase the rates for residents. He noted that initially the City opposed the issue based on the information provided by Golden State Water Company and requested the information from Yorba Linda Water District. There was discussion regarding the proposed annexation. The Committee agreed that Yorba Linda Water District would provide a letter of response to the City with the information. 5.4 Matters Initiated by Committee Members Councilmember Wanke requested that the Committee examine the potential to share a GIS service agreement. 5.5. Items for Next Agenda Management Analyst Castro-Graham noted that the City would provide an update on the artificial landscaping project. 6.1 ADJOURNMENT 5.1. The meeting was adjourned at 10:16 a.m. The next YLWD/City of Placentia Joint Agency Committee meeting will be scheduled in November 2013 at the District’s office on a date yet to be determined. Ouwerkerk: jouwerkerk@mwdoc.com; (714) 593-5029 (office) or (949) 274-6492 (cell) ORANGE COUNTY WATER PROVIDERS CALL FOR ENHANCED WATER USE EFFICIENCY EFFORTS FOLLOWING GOVERNOR BROWN’S DROUGHT DECLARATION Fountain Valley, CA (January 17, 2014) – Today, Governor Brown officially declared a drought emergency in the state of California amidst declining reservoir levels and historically low amounts of rainfall. Orange County water providers are concerned about the continuing dry conditions throughout the State and are closely monitoring water supplies, but at this time local residents and businesses face no immediate danger of supply interruptions. However, this is a serious situation statewide, and we ask that everyone assess their current water usage and make simple changes to ensure our water supplies are being used as efficiently as possible. “While we can’t predict how much rain Mother Nature will bring us this year, Orange County water providers have invested heavily in water reliability projects to prepare for a situation like this,” remarked Joan Finnegan, MWDOC Board President. “Continuing to invest in key water reliability projects like the water conveyance facilities proposed in the Bay Delta Conservation Plan as well as local projects will ensure our water supplies remain reliable in the long-run.” Prior local investments in storage, water use efficiency, groundwater management, and water recycling are all helping Orange County water providers deal with the historic dry conditions. Orange County is a worldwide leader in water recycling with renowned projects including the Groundwater Replenishment System, the world’s largest water purification system for potable reuse. Additional water recycling projects are currently underway throughout Orange County to ensure water supply reliability and reduce dependence on imported supplies. Orange County is also a long-time leader in water use efficiency, having piloted and implemented a wide variety of innovative projects and programs that save more than 21 million gallons of water per day. While Orange County is presently in a good position in terms of its water supplies, we continue to encourage residents and businesses to use water as efficiently as possible year-round. Residents have done a great job of being water efficient inside their homes, but there is still water savings potential outside the home, where nearly 50% of our water use occurs.
