The May 1, 2014 meeting of the Yorba Linda Water District's Planning -
Engineering- Operations Committee was called to order by Director Melton at
4:00 p.m. The meeting was held in the Admin Conference Room at the District's
Administration Building located at 1717 East Miraloma Avenue in Placentia,
California 92870.

4.1. Proposed Change Order No. 2 for the Yorba Linda Blvd. Pump Station
Project
Mr. Conklin reported that the District's contractor for the project,
Environmental Construction, Inc., is requesting a 39 -day no -cost time
extension due to unforeseen events encountered during the course of
construction to date. Mr. Conklin reviewed the events that occurred.
Following discussion the Committee supported the staff recommendation
that the Board approve Change Order No. 2 in the amount of $0.00 and
39 additional days for construction of the subject project.
4.2 Terms and Conditions for Water and Sewer Service with the City Ventures
Communities, LLC
Mr. Conklin reported that City Ventures LLC is proposing to develop
Tentative Tract 17547 into 18 condo units on 1.86 acres at the southeast
corner of Rose Drive and Wabash Avenue. Following discussion, the
Committee supported the staff recommendation that the Board approve
Terms and Conditions for Water and Sewer Service for the subject project.
DISCUSSION ITEMS
5.1. Status of Well Siting (Verbal Report)
Mr. Conklin reported that there has been no progress on this since the last
PEO meeting on April 15.

5.2. Monthly Groundwater Production and Purchased Import Water Report
Mr. DeCriscio reported that water production for April 2014 was 9.6% over
that projected and that production for the first 10 months of FY13/14 was
9.3% over that projected, based on historical averages. He also noted that
in April 2014, the District produced 280.0 AF of groundwater as part of the
District's requirement for the MWD CUP. This CUP production equates to
10.2% of the 2745 AF that we have been requested to pump by June 30,
2015.
5.3. Monthly Preventative Maintenance (PM) Report
Mr. DeCriscio reported on the status of PM, noting that our crews are on
target to achieve goals established for this fiscal year. He noted that we
are ahead of our goal for televising 29.4 miles of sewer this year, and that
we will complete our first televising of all 235 miles of sewer in September.
5.4. Monthly Production Summary Report (To be provided at the meeting).
Mr. DeCriscio reviewed the subject report with the Committee, noting
water production, weather conditions, water quality, equipment taken out
and returned to service, and particulars on equipment maintenance and
repairs for the month of April 2014.
5.5. Groundwater Producer Meeting Notes
Mr. Conklin reviewed the highlights of the April 9 Groundwater Producer
meeting with the Committee, commenting on the review of OCWD's Long -
Term Facilities Plan, the status of the ocean desalination projects, the
MWD CUP, and OCWD's North Basin and South Basin projects and
litigation.
5.6. Status Report on Capital Projects in Progress
Mr. Conklin reviewed the status of District projects currently in planning,
design and construction. He noted that the planned flushing of the YL Blvd
Pipeline Project has been delayed to the third week of May, so that the
work can coincide with the flushing and disinfection of the YL Booster
Pump Station Project.
5.7. Future Agenda Items and Staff Tasks
Mr. Conklin reported that the City of Placentia moved forward with the turf
replacement in the traffic island in Rose Avenue, south of YL Blvd, at a
cost of $12,200, as part of the demonstration project with the District. This
will be discussed at the May 12, 2014 Joint Agency meeting with the City
of Placentia.
6. ADJOURNMENT
6.1. The meeting was adjourned at 5:05 p.m. The next Planning- Engineering-
Operations Committee meeting is scheduled to be held Thursday, June 5,
2014 at 4:00 p.m.
