CALL TO ORDER
The Yorba Linda Water District /City Council Joint Advisory Committee meeting
convened at 5:00 p.m. in the Council Chambers at 4845 Casa Loma Avenue, Yorba
Linda.

ACTION CALENDAR
1. Minutes of the YLWD /City Council Joint Advisory Committee meeting held
on June 24, 2014.
The Yorba Linda Water District /City of Yorba Linda Joint Advisory Committee
approved the minutes of the June 24, 2014 Joint Agency meeting.
DISCUSSION ITEMS
2. Drought Response/Water Conservation Efforts
Acting General Manager Steve Conklin provided a copy of a letter and pamphlet that
would be mailed to customers by next week. In response to State mandated water
conservation regulations, the Yorba Linda Water District has entered into Stage One of

its Conservation Ordinance. Mr. Conklin stated that watering restrictions will go into
effect on Tuesday, September 2"d
3. Cielo Vista and Esperanza Hills Development Projects
City Manager Pulone provided an update regarding the Cielo Vista / Esperanza Hills
projects and said that according to a representative from Supervisor Todd Spitzer's
office, the County is awaiting responses from both applicants regarding the Draft EIR
comments. The developers were also involved in legal conflicts which would likely
delay the project until those matters are resolved.
4. YL High School Park and YLWD Pipeline Relocation Projects
Acting General Manager Conklin said that the project was moving forward with good
progress and that the Placentia Yorba Linda Unified School District (PYLUSD)
contractor would be doing all of the grading for the pipeline alignment, followed by the
YLWD contractor who would install the pipe and backfill it. Mr. Conklin said their portion
of the work would begin in late September and take approximately two months to
complete.
5. Legislation for Transition of Seat on OCSD Board of Directors
Acting General Manager Conklin announced that the transition was complete and would
be effective in January.
6. Sharing of GIS Files
Acting General Manager Conklin mentioned that the District continues to work with City
staff. Mr. Conklin said that there has been an exchange of information between the City
and the District which has proved mutually beneficial for both agencies.
7. Joint Agency Water Conservation Demonstration Project
City Engineer /Public Works Director Wolfe said that the Landscape Maintenance Citizen
Advisory Committee was reviewing potential locations for a pilot program on water
conservation and he would be bringing forward a report in the future.
8. Construction of YLWD Pump Station at Gun Club Road
Acting General Manager Conklin stated that the work on the pump station was almost
complete and they would be removing the old pump station at Yorba Linda Boulevard
and Palm Avenue very soon. Mr. Conklin further stated that the trailer would be
removed from the site by the end of September.
9. History of Water Rates, and a Comparison of Rates with Other Similar Water
Districts
Acting General Manager Conklin distributed a flyer comparing the District's water rates
with other water districts in the area. He pointed out that the fees for the Yorba Linda
Water District were significantly less than several of the other agencies. Historically,

rates had gone up in the last 10 years reflecting higher water prices from the Municipal
Water District of Orange County, however their rates were still lower than other
agencies.
10. Efforts to Address Security Issues at District Facilities in the City
City Manager Pulone stated that the Kerrigan Ranch community had recently
experienced loitering near the station area and that the Public Works Department had
replaced the gate leading up to the District's facility. Mr. Pulone also said that staff was
working with the Sheriff's Department on security issues at other District facilities to
increase patrolling in the areas.
Acting General Manager Conklin discussed other District facilities that have become a
security concern and suggested that Chief of Police Services Lt. Lane Lagaret attend
the next joint meeting to discuss the matter further.
11. Potential Future Agenda Items
Director Robert Kiley said that a new General Manager would be starting on September
3rd and invited everyone to attend a special meeting where he would be introduced to
the management staff.

ADJOURNMENT
The meeting was adjourned at 5:45 p.m. The next Yorba Linda Water Board /City
Council Advisory Committee Joint meeting will be on October 28, 2014 at 5:00 p.m. at
the Yorba Linda Water District offices.
