JOINT COMMITTEE MEETING WITH CITY OF PLACENTIA
Tuesday, February 24, 2015 9:00 a.m.
401 E. Chapman Avenue, Placentia CA 92870
The February 24, 2015 meeting of the YLWD/City of Placentia Joint Agency Committee
was called to order at 9:02 a.m. The meeting was held in the Administrative Conference
Room at Placentia City Hall located at 401 E. Chapman Avenue Avenue in Placentia,
California 92870.

4. ACTION CALENDAR
4.1 Minutes of the YLWD/City of Placentia Joint Agency Committee Meeting
held November 10, 2014
The Council member and District board members had no changes or
corrections to the minutes from the prior meeting.

5. DISCUSSION ITEMS
5.1 Status of Median Signage for Joint Agency Turf Replacement
Demonstration Project
Mr. Arrula noted that signs were installed that identified all Turf
Replacement Projects. Mr. McConaha noted due to the savings from the
Turf Replacement Project, excess funds will be used to create an
additional project sign for the location at Tustin Avenue and Rose Drive.

Mr. Conklin inquired if the City was pursuing any Turf Replacement
Projects with the Golden State Water Company. Mr. Nicks commented
that an assessment has been done that identified five (5) locations in the
City that qualify for the turf replacement. Mr. Arrula requested for Placentia
City Hall to be considered as a site for the turf replacement.
5.2 Drought Responses and Water Conservation Efforts
Mr. Micalizzi provided a brief update on the water conservation efforts
noting that he will send the City a PowerPoint presentation that was
prepared by the Yorba Linda Water District, regarding the related topic.
Mr. Arrula requested that the PowerPoint be presented to the committee
at the next meeting and at a future City Council meeting. Mr. Arrula
requested for Golden State Water Company to be invited to the next
committee meeting to discuss water conservation efforts. Mr. Green
suggested holding a community meeting at one of the City's facilities to
discuss drought responses and water conservation efforts.
5.3 Vehicle and Equipment Sharing
Mr. Nicks provided a brief overview of the proposed option of vehicle and
equipment sharing between the two agencies noting that an agreement
has not been drafted. Mr. Arrula requested for both agencies to compile
equipment lists and for Mr. Nicks and Mr. McConaha to research rates
and to work with Mr. Marcantonio to draft an agreement.
5.4 Status of City of Placentia Sewer Master Plan and Sewer Services
Mr. McConaha noted that the City is currently updating their master plan,
and acquired a consultant to help with the process. He noted the City has
video of all the sewer systems in Placentia, and a GIS layer has been
created to show all sewer systems. Mr. Kiley inquired about the grants the
City received for the catch basin project. Mr. McConaha noted under the
Measure M Grant, the City received $70,000 towards the catch basin
project.
5.5 Items for Next Agenda
YLWD and City Staff agreed to add the following items on the next
meeting agenda: Street Improvements, Vehicle and Equipment Sharing,
Drought Responses and Water Conservation Efforts Presentations, and
Project Management.
6. ADJOURNMENT
6.1. The meeting was adjourned at 10:02 a.m. The date and time of the next
YLWD/City of Placentia Joint Agency Committee meeting will be April 7,
2015 at 9:00 am at the Yorba Linda Water District Administration
Conference Room.
