MINUTES OF THE
YORBA LINDA WATER DISTRICT
EXECUTIVE-ADMINISTRATIVE-ORGANIZATIONAL COMMITTEE MEETING
May 15, 2007
A meeting of the Executive-Administrative-Organizational Committee was called to
order by Committee Chair Ric Collett at 4:05 p.m. The meeting was held at the District
Administrative Office at 4622 Plumosa Drive, Yorba Linda.
DIRECTORS PRESENT: STAFF PRESENT:
Director Ric Collett, Chair Michael A. Payne, General Manager
Director John Summerfield
INTRODUCTION OF VISITORS AND PUBLIC COMMENTS:
None
ACTION ITEMS:
1. Consider amendments to the District's Purchasing Policy.
General Manager Payne presented the report on the current District purchasing
policy and recommended changes in staff. The committee suggested verbal
quotes be replaced with written quotes to prevent misunderstandings with
consultants and contractors in the future. The committee will recommend approval
of the amended policy.
i 2. Authorize staff to solicit proposals for cell tower leases.
The Committee discussed the issue and recommended staff handle this issue
administratively.
STANDING ITEMS:
3. Report on legislative activities.
Barry Brokaw, Sacramento Advocates called in and briefly summarized the written
report in the agenda. Mr. Brokaw discussed the legislative activities occurring in
Sacramento and the various discussions about bills that could have an impact on
the District.
4. Report on grant applications.
Sean Fitzgerald, Townsend Public Affairs, provided an activity report.
5. Report on water related issues in Orange County.
Debbie Trabbatoni called and gave an update on meetings with other agencies
regarding annexation issues.
6. City of Yorba Linda Ad Hoc meeting.
The committee decided to hold off scheduling future meetings until a new
councilmember is seated and after the city manager returns from her leave.

7. City of Placentia Ad Hoc meeting - A meeting is being scheduled
8. Directors and General Manager Fees and Expenses - For the period of January 1,
2007 through March 31, 2007.
The committee reviewed the Directors and General Manager's fees and expenses
for the third quarter of 2006/07.
INFORMATION ITEMS:
9. City of Yorba Linda sewer system acquisition.
The committee discussed the issue and provided direction to staff.
ADJOURNMENT:
The committee adjourned at 5:12 p.m. The next Executive-Administrative-
Organizational Committee is scheduled for June 19, 2007 at 4:00 p.m.
