MINUTES OF THE
YORBA LINDA WATER DISTRICT and the CITY OF PLACENTIA
AD HOC COMMITTEE MEETING
June 16, 2008, 9:00 a.m.
A meeting of the Yorba Linda Water District and the City of Placentia Ad Hoc Committee was
called to order at 9:00 a.m. The meeting was held at the Yorba Linda Water District, 1717 E.
Miraloma Avenue, Placentia.

INTRODUCTION OF VISITORS AND PUBLIC COMMENTS:
None
DISCUSSION
1. Governor Schwarzenegger Declaration
General Manager Payne reported on a Press Release issued by Governor
Schwarzenegger about the drought. The Committee discussed various issues of the
drought and various stands met, MWDOC and other agencies were taken. A copy of
the press release was provided to the city. Mr. Payne stated he would have the
District staff work with the City staff to keep the residents informed.
2. YLWD - Implement Voluntary 10%
Director Beverage spoke about the Board's concerns about the drought and that staff
and committee were evaluating the various conservation levels in the District's Urban
Water Management Plan. The Board agreed to implement a voluntary 10% reduction
at this time, but may need to implement level 2 should the residents not meet the
desired levels.
3. Water Conservation
The committee discussed the latest in synthetic turfs and the various applications
found throughout the community. The District is still working with surrounding cities,
school districts and other water agencies on securing funding for rebates. The city of
Placentia is desirous of staying involved and possibly becoming a participant. Smart
Controllers, low flow toilets, and front loading wash machines were also discussed.
Mr. Butzlaff reported on his experiences while at the city of Palm Springs.
4. OCWD Annexation Update
General Manager Payne gave a history of the groundwater situation in OC and the
District's reasons and intends to annex the balance of the District lands into OCWD.
The committee discussed issues and concerns raised by other agencies about the
proposed annexations requested by the city of Anaheim and Irvine Ranch Water
District.
5. District Projects
General Manager Payne gave a brief report on the Capital Projects identified in the
budget and a status report on the large projects. Mr. Payne and Mr. Butzlaff agreed
to meet in July to tour these sites.
6. City of Placentia Issues
Mayor Nelson and Mr. Butzlaff reported on projects and issues the city of Placentia is
working on. There is several high priority projects that the city would like to implement
immediately.
7. YLWD Administration Building Dedication - July 16
Director Beverage reported on the District's Administration Building Dedication
planned for July 16. The Mayor and Mr. Butzlaff indicated they would attend as well
as some of their key staff.
