HomeMy WebLinkAbout2007-02-01 - Planning-Engineering-Operations Committee Meeting MinutesITEM NO. /Z MINUTES OF THE YORBA LINDA WATER DISTRICT PLANNING-ENGINEERING-OPERATIONS COMMITTEE February 1, 2007, 4:00 P.M. A meeting of the Planning-Engineering-Operations Committee was called to order by Committee Member Paul Armstrong at 4:00 p.m. The meeting was held at the District Administrative Office at 4622 Plumosa Drive, Yorba Linda. DIRECTORS PRESENT: Paul Armstrong, Acting Chair Ric Collett, Alt. Member STAFF PRESENT: Mike Payne, General Manager Ken Vecchiarelli, Asst. GM VISITORS PRESENT: None. ACTION ITEMS: 1. Recommend Approval of Seabiscuit Run Declaration of Restrictive Covenants. Staff presented information regarding a non-permitted encroachment in a District easement within Toll Brothers Tract 16314 of Vista Del Verde, Village 3. The committee discussed the details of the encroachment and recommended action for staff to pursue in requiring execution of a Declaration of Restrictive Covenants for the improvements. General Manager Payne and the Committee members recommended revisions to the document that incorporate additional safeguards for the District. 2. Recommend Approval of Yorba Linda High School water demand analysis. Staff reviewed the demand analysis prepared by the District's consultant in November 2003 and reported on differences between this report and one prepared by the School District's consultant in may 2006. Staff will continue to analyze these differences and will present a report to the Board of Directors on February 8, 2007. 3. Recommend Approval of Change Order No. 1 in the amount of $36,152.98 to Vido Artukovich and Son, Inc. for the Grandview, Buena Vista and Ohio Street Cast Iron Replacement Project and multiple sewer project sites. Staff reported on this change order which will be included with the next progress payment request to the full Board of Directors for their consideration. STANDING ITEMS: 4. Status report on progress of capital improvement projects in progress. Staff reported executed construction contracts for the Lakeview Reservoir and New Administration Building projects are expected by February 9, 2007. Staff also reported final paving was continuing on the cast iron replacement project. ADJOURNMENT: The Committee adjourned at 5:35 p.m. The next regularly scheduled Planning- Engineering-Operations Committee will be held March 1, 2007. -I-
