CITIZENS ADVISORY COMMITTEE MEETING
Monday, October 26, 2015, 8:30 a.m.

1. CALL TO ORDER
The October 26, 2015 meeting of the Yorba Linda Water District's Citizens
Advisory Committee was called to order at 8:30 a.m. The meeting was held in
the Training Room at the District's Administration Building located at 1717 East
Miraloma Avenue, Placentia, California 92870.

None.
4. DISCUSSION ITEMS
4.1. Drought Response, Water Conservation and Community Outreach Efforts
The Committee discussed the new rates that first began to appear on
District billings on October 5th. Staff explained that the Basic Service
Charge was pro-rated to reflect the adoption of the new rates on
September 17th. There was some discussion that bills are not much
different due to conservation efforts, though the State mandated penalties
still present some confusion to people and dilute the fact that the rate
changes are offset greatly by conservation.
4.2. Monthly Water Supply Report
Director Barbre reported that the Colorado River is resurgent after rains
this past year and that Metropolitan presently has more than three years
of water in storage before reaching emergency levels.

4.3. President's Report
During the discussion about the forecasted El Nino, President Collett
discussed that it appears that no matter what rainfall comes this winter,
unless a significant amount of snowpack is stored in the Sierras,
continued emergency regulations are likely to remain in place after the
sunset period of the Governor's Executive Order.

None.
5. ADJOURNMENT
5.1. The meeting was adjourned at 9:45 a.m. The next Citizens Advisory
Committee meeting is scheduled to be held Monday, December 7, 2015 at
8:30 a.m.
