Recommendation.
That the Board of Directors.
1. Nominate and elect a President;
2. Nominate and elect a Vice President; and
3. Appoint staff to serve as the Secretary, Assistant Secretary and Treasurer for
the next calendar year.
6. PUBLIC COMMENTS
Any individual wishing to address the Board is requested to identify themselves and state the matter on which
they wish to comment. If the matter is on the agenda, the Board will recognize the individual for their comment
when the item is considered. No action will be taken on matters not listed on the agenda. Comments are limited
to matters of public interest and matters within the jurisdiction of the Water District. Comments are limited to three
minutes.
7. CONSENT CALENDAR
All items listed on the consent calendar are considered to be routine matters, status reports, or documents
covering previous Board instructions. The items listed on the consent calendar may be enacted by one motion.
There will be no discussion on the items unless a member of the Board, staff, or public requests further
consideration.

Pursuant to Government Code section 54957.5, non-exempt public records that relate to open session agenda items

Subject: Reorganization of the Board of Directors and Appointment of Officers
SUMMARY:
Pursuant to the Board of Directors' Policies and Procedures (Resolution No. 15-05), a President and
Vice President of the Board shall be elected annually at the District's reorganization meeting held at
the first regular meeting of the Board in December of every year. In addition to the selection of the
President and Vice President, the Board is required to appoint the Municipal Corporation Officers of
Secretary, Assistant Secretary and Treasurer.
STAFF RECOMMENDATION:
That the Board of Directors:
1. Nominate and elect a President;
2. Nominate and elect a Vice President; and
3. Appoint staff to serve as the Secretary, Assistant Secretary and Treasurer for the next
calendar year.
COMMITTEE RECOMMENDATION:
DISCUSSION:
The powers and duties of the President are set forth in the County Water District Law and the Board
of Directors' Policies and Procedures.
The President's duties prescribed by state law are:
• Sign all contracts on behalf of the District.
• Perform other duties imposed by the Board.
The President's duties prescribed by the Board of Directors' Policies and Procedures are:
• Assume the chair of the Presiding Officer immediately after election.
• Make Committee, agency, and intergovernmental meeting assignments, subject to consent of
the Board, annually before the first meeting of the Board of Directors in January of the
subsequent year.
• Conduct the proceedings of the Board.
. Sign all ordinances, resolutions and contract documents approved and adopted by the Board.
The Vice President will serve as the Presiding Officer in the absence of the President.
In addition to the selection of the President and Vice President, the Board is required to appoint the
Municipal Corporation Officers of Secretary, Assistant Secretary and Treasurer. The duties of these
Officers are prescribed by the County Water District Law and the Board of Directors' Policies and
Procedures.
The Secretary, or Assistant Secretary in the absence of the Secretary, attests all ordinances and
resolutions approved and adopted by the Board, countersigns all contract documents approved and
adopted by the Board, prepares the minutes of each meeting held by the Board, and performs all
duties set forth in the County Water District Law, the Board of Directors' Policies and Procedures,
imposed by the Board, and in accordance with governing laws and regulations.
The Treasurer also performs all duties set forth in the County Water District Law, set forth in the
Board of Directors' Policies and Procedures, imposed by the Board, and in accordance with
governing laws and regulations. The Treasurer also installs and maintains a system of auditing and
accounting that completely and at all times shows the financial condition of the District.
A member of the Board can not serve as the General Manager, Secretary, Assistant Secretary or
Treasurer. However, the same person can be appointed as General Manager and Secretary or
Secretary and Treasurer. The General Manager cannot serve as the Treasurer.
There is no additional compensation for serving as Secretary, Assistant Secretary or Treasurer if
the individual is an employee of the District.

SUMMARY:
Section 31302 of the California Water Code says the District shall pay demands made against it
when they have been approved by the Board of Directors. Pursuant to law, staff is hereby
submitting the list of disbursements for Board of Directors' approval.
STAFF RECOMMENDATION:
That the Board of Directors ratify and authorize disbursements in the amount of $404,646.45.
DISCUSSION:
The Accounts Payable check register total is $131,098.01; Payroll No. 24 total is $273,548.44; and
the disbursements of this agenda report are $404,646.45. A summary of the checks is attached.

INTERAGENCY COMMITTEE MEETING WITH MWDOC AND OCWD
Tuesday, November 24, 2015, 4:00 p.m.

1. CALL TO ORDER
The November 24, 2015 meeting of the Yorba Linda Water District's Joint
Agency Committee with MWDOC and OCWD was called to order at 4:00 p.m.
The meeting was held in the Admin Conference Room at the District's
Administration Building located at 1717 East Miraloma Avenue in Placentia,
California 92870.

4. DISCUSSION ITEMS
4.1. State Water Resources Control Board's Drought Response Mandate and
Projection for Greater Conservation
It was reported that Governor Brown had issued a new Executive Order
extending the Emergency Drought Response Mandate through October
31, 2016, unless there is an extremely wet winter and high snow pack. On
December 7, 2015, the SWRCB will receive public comment on the
proposed extension of the drought mandate. Mr. Rob Hunter, Mr. Mike
Markus and Mr. Marc Marcantonio indicated that they each plan to attend
the December 7, 2015 meeting in Sacramento and to provide comments.
4.2. MWDOC Member Agencies Response to Drought and Turf Replacement
Rebate Program
It was reported that the MWDOC member agencies have exceeded their
cumulative water conservation goal of 22%, having achieved 26.6%
through September 2015. It was also noted that it will become more

difficult to meet the goal in the following months unless there is significant
rain and residents essentially stop all outside watering. Mr. Marcantonio
reported that YLWD's savings was 35.2% for October and anticipates that
the savings will be less than that for November.
4.3. MWD Water Supply Conditions and Outlook
Director Brett Barbre reported that MWD's water supply condition remains
more than adequate, due primarily to prior planning and good water
supply conditions from the Colorado River. Conditions on the State Water
Project remain unchanged.
4.4. MWDOC's OC Water Reliability Investigation
Mr. Hunter reported that Phase 1 of the above is nearing completion.
Meetings with the MWDOC member agencies to review and discuss the
various projects identified to address the supply gap in the future are
planned for November 30, 2015 and dates to be determined in mid-
December and early January. At the January meeting or thereafter, there
will be discussion of the work scope for Phase 2 to further define and
develop cost estimates for the supply gap projects that will be identified as
most promising. Mr. Hunter commented that an important finding of the
Phase 1 study was how important the "Delta Fix" project would be to
Orange County as a means of meeting long-term water demands.
4.5. OCWD Groundwater Basin Condition, Basin Production Percentage, and
Replenishment Assessment
Mr. Markus reported that total demands for FY15/16 are currently
projected to be approximately 350,000 AF for the GW Basin agencies.
With the BPP currently 76% for the remainder of the FY, the anticipated
total pumping is estimated to be in the range of 260,000 AF, which is
considerably less that projected before the emergency conservation
mandate. As a result the basin overdraft is less than expected, which is
the good news. The bad news is that OCWD is selling less water and
may need to raise rates higher next year to meet revenue requirements for
operations and capital projects.
4.6. Huntington Beach Desalination Project and Next Steps
Mr. Markus reported that there will be an OCWD Board workshop in
January to brief the board on status of staff work on alternatives for
potential use of the product water, and status of Poseidon's work to bring
the project back to the Coastal Commission planned for March. He noted
that the Carlsbad project is scheduled to begin normal operation in
December.
4.7. Potential Projects for the Water Bond and Outlook for Bay Delta
Conservation Plan
There was little new to report. Dir Barbre commented that MWD is looking
at the possibility of participating with other agencies in the purchase of five
islands in the Delta. The potential benefits of owning the islands include

the associated water rights and the use of those sites for access for
construction of the Delta Fix tunnels and/or use for environmental offsets.
4.8. Status of North Basin and South Basin Projects
Mr. Markus reported that EPA staff will be making a presentation to his
Board on December 16, 2015 regarding the North Basin Project.
Regarding the South Basin project, he noted that OCWD is working with
the state regulatory agencies on a potential interim clean-up project that
would pump out contaminated water from the groundwater plume in the
vicinity of the 55 Fwy and Dyer Road and discharge it to the OCSD sewer.
4.9. YLWD Well Projects and Proposal for Dual-Use
Mr. Conklin reported that YLWD staff met with OCWD staff on November
16, 2015 and reached consensus on the deal points for the proposed
lease agreement for the Well 22 site near OCWD's Huckleberry Basin,
whereby YLWD will be providing water at no cost to OCWD for landscape
irrigation in exchange for OCWD providing the well site to YLWD at no
cost. The next steps are for YLWD to prepare the boundary survey and
legal descriptions for the easement areas and for OCWD to prepare the
draft lease agreement. At the same time, YLWD is proceeding with
construction of its Well 21 project near Conrock Basin, which will include a
pipeline turnout from Well 21 for the irrigation water for OCWD.
