MINUTES OF THE
MUNICIPAL WATER DISTRICT OF ORANGE COUNTY
AD HOC COMMITTEE MEETING
February 27, 2007
A meeting of the Municipal Water District of Orange County Ad Hoc Committee was called to
order by Chair Paul R. Armstrong at 4:12 p.m. The meeting was held at the District
Headquarters, 4622 Plumosa Drive, Yorba Linda.

Devon Upadhyay, Principal Analyst
INTRODUCTION OF VISITORS AND PUBLIC COMMENTS:
There were no visitors.
DISCUSSION
The following items were discussed:
1. MWDOC Met Director
Brett Barbre reported Steve Anderson, City of La Habra Councilman was appointed to
MWDOC's Director vacant position on MWD. Mr. Barbre highlighted Mr. Anderson's
background and the process MWDOC used to select the Director. There were a total
of 9 applications.
Ken Vecchiarelli, Asst. General Manager entered the meeting.
2. MWDOC LAFCO Municipal Services Review and Member Agency Ad Hoc Committee
status.
Michael Payne reported on the meeting conducted by LAFCO regarding the
MWDOC's Municipal Service Review. LAFCO is trying to address and incorporate all
of the member agencies concerns and issues. There are additional meetings planned.
3.
MWD Rates and Long Range Projections
Devon Upadhyay reported on MWD Rates and Long Range Projections. The rates
are proposed to increase by $35 an acre foot in 2008. The main reason for the
increase is due to electricity rates
increasing and regulatory compliance.
4. MWDOC Capacity Charge Reserve.
Devon Upadhyay reported on MWDOC discussions to reducing their capacity charge
0 reserve. In July 2007 once all agencies submit their final numbers MWDOC is
proposing to refund approximately $450,000.

0 5. MWDOC Tier 2 Contingency Fund
Devon Upadhyay reported on MWDOC Tier 2 Contingency Fund. MWDOC staff is
working with the member agencies to address a surplus in the Tier 2 contingency
fund. Two options are: 1) reduce the rate from $78 to $73 and refund approximately
$1 million to the member agencies; or 2) keep the rate the same and refund
approximately $2.5 million. MWDOC is surveying the member agencies to determine
preference.
ADJOURNMENT
The committee adjourned at 5:42 p.m. The next YLWD-MWDOC Ad Hoc Committee is
scheduled for April 24, 2007, 4:00 p.m. at the District's Board room, 4622 Plumosa Drive,
Yorba Linda.
