EXEC VE-ADMINISTRATIVE-ORGANIZATIONAL COMMITTEE
April 18, 2006
A meeting of the Yorba Linda Water District Executive-Administrative-Organization
Committee was called to order by Committee Chairman Paul R. Armstrong at 4:00 p.m.
The meeting was held at District Headquarters, 4622 Piumosa Drive, Yorba Linda.
DIRECTORS PRESENT:
Paul R. Armstrong, Chairman
Ric Collett
STAFF PRESENT:
Michael Payne, General Manager
Kenneth Vecchiarelli, Assistant GM
VISITORS PRESENT:
Joyce Crosthwaite, Executive Officer, Local Agency Formation Commission
Danielle M. Ball, Communications Analyst, Local Agency Formation Commission
ACTION ITEMS
1. Consider "Draft Report" on LAFCO's Municipal Service Review and Sphere of
Influence of City of Yorba Linda and Yorba Linda Water District.
There was discussion about the report including the recommendation by the
committee members of minor revisions. The committee members thanked the
LAFCO representatives and complimented them on their efforts in preparing the
report. The report with the minor revisions will be presented at LAFCO's meeting
on May 10, 2006.
Joyce Crosthwaite and Danielle M. Ball left the meeting at 4:35 p.m.
STANDING ITEMS:
2. Sacramento Advocates update. There was no report on this item. Barry Brokaw
will attend the April 27 Board of Directors meeting to give a legislative update.
3. Townsend Pubic Affairs, Inc. Sean Fitzgerald joined the meeting by telephone at
4:40 p.m. and gave an update on grant activities.
Following Sean Fitzgerald's presentation the committee thanked him and concluded the
phone conference.
Assistant General Manager Vecchiarelli left the meeting.
INFORMATION ITEMS
4. There was discussion of the General Manager's Performance Evaluation.
ADJOURNMENT:
The Committee adjourned at 5:28 p.m. The next Committee is scheduled for May 23,
4:00 p.m. at District Headquarters, 4622 Piumosa Drive, Yorba Linda, CA.
