HomeMy WebLinkAbout2006-07-18 - Executive-Administrative-Organizational Committee Meeting MinutesITEM NO. 16-40 MINUTES OF THE YORBA LINDA WATER DISTRICT EXECUTIVE-ADMINISTRATIVE-ORGANIZATIONAL COMMITTEE July 18, 2006 A meeting of the Yorba Linda Water District Executive-Administrative-Organization Committee was called to order by Committee Chairman Paul R. Armstrong at 4:00 p.m. The meeting was held at District Headquarters, 4622 Plumosa Drive, Yorba Linda. DIRECTORS PRESENT: Paul R. Armstrong, Chairman Ric Collett VISITORS PRESENT: None ACTION ITEMS: STAFF PRESENT: r Michael Payne, General Man Pge% Y THE BOARD OF DIRECTORS OFTHEYORBA LINCAWATER DISTRICT JUL 9 7 BY. 1. Establishing a Policy in Accordance with SB 1087 Concerning Available Water for Affordable Housing. This item was referred by the Board of Directors to the Committee. Legal Counsel is drafting a revised Resolution to incorporate the Board's instructions that the District will provide water to all customers equally. The revised Resolution will be presented to the committee in August for their consideration and then to the Board of Directors for adoption. 2. Report on Proposition 84 Water Bond The committee discussed Proposition 84 water bond which will be on the State ballot in November. The committee discussed the various issues and materials and will recommend that the Board of Directors take a "no position" at this time. STANDING ITEMS: 3. Report on Board of Directors and General Manager's expenses for the period of March 1, 2006 through June 30, 2006. Staff presented the Board of Directors and General Manager's expenses for the fourth quarter and for the fiscal year. 4. Report on Legislative activities. Barry Brokaw of Sacramento Advocates provided a written report and also called in to give an update on the various senate and assembly bills that could have an impact on the District. 5. Report on Grant activities. Sean Fitzgerald Report of Townsend Public Affairs called in and provided a verbal update on the various legislative activities and on the District's grant application. -1- 6. Report on Orange County water issues. Debbie Trabattoni and Christie McDaniels of the OC Advocacy Group called in and provided an update on the District's pursuit to annex territories to the OCWD. INFORMATION ITEMS: 7. Committee Assignments with the City of Yorba Linda and City of Placentia. The General Manager provided an update that staff is working with both cities on establishing dates. ADJOURNMENT: The Committee adjourned at 5:13 p.m. The date and time for the next Executive- Administrative-Organizational Committee is August 15, 2006, 4:00 p.m. at the District Headquarters, 4622 Plumosa Drive, Yorba Linda, CA. -2-
