A meeting of the Personnel-Risk Management Committee was called to order by Committee
Chair Ric Collett at 4:00 p.m. The meeting was held at the District Headquarters, 4622
Plumosa Drive, Yorba Linda.

2. Status report on Personnel related issues
Michael Payne gave a status report on the Districts costs for employee and dependent
health care and the percentages that are set forth in the Memorandum of Understanding
between the District and the Yorba Linda Water District Employees Association. The
Districts costs have exceeded the agreement. Various payment options were discussed.
Pamela Pietras reported on the status of current recruitments. Michael Payne reported
on future recruitments. Michael Payne reported the District has one PERB case pending
and a hearing scheduled with CalPERS.
3. Status report of Risk Management activities
Michael Payne reported on a small slide at Highland Reservoir and that a Geo technical
expert has been retained. Contracts to be renewed with Rutan & Tucker for legal
services and Sacramento Advocates the Districts legislative representative.
4. Board of Directors goals workshop-staffing requirements
Michael Payne reviewed staffing suggestions. Director Collett recommended that Safety
be included with Human Resources. Michael Payne will discuss staffing in the Boards
Goals Workshop on March 17, 2005.
INFORMATION ITEMS
5. Status report on the ACWA/JPIA risk management inspection
Staff has developed a plan to address the items listed in the inspection. A report is forth
coming.
6. Report on the Meet and Confer process with Employees Association
The Memorandum of Understanding agreement will be negotiated beginning in April to
coincide with the budget.
