A meeting of the Planning-Engineering-Operations Committee was called to order by Committee
Chairman Paul Armstrong at 4:00 p.m. The meeting was held at the District Headquarters, 4622
Plumosa Drive, Yorba Linda.

ACTION ITEMS
1. Bastanchury Reservoir and Booster Station Site Optimization Plan.
Recommendation: The Planning-Engineering-Operations Committee discussed staff's
report and will recommend to the Board of Directors at their regular
meeting on February 24, 2005, that the General Manager execute a
Consultants Agreement with Parsons for preparation of a Feasibility
Study and Basis of Design Report.
2. Sewer Flow Monitoring Services.
Recommendation: The Planning-Engineering-Operations Committee discuss staff's report
and will recommend to the Board of Directors at their regular meeting
on February 24, 2005, that the General Manager be authorized to
execute a professional services contract with ADS Environmental
Services to install temporary flow meters and prepare a sewer flow
analysis report on the District's sewer system.
INFORMATION ITEMS
3. Water Master Plan Update. Mr. Vecchiarelli reported a draft plan will be presented at the next
Planning-Engineering-Operations Committee meeting on March 3, 2005.
4. Sewer Overflow Follow Up Report. Mr. Cory reported on a meeting held with representatives
of the Santa Ana Regional Water Quality Control Board regarding a sewer spill that occurred
on January 9, 2005.
5. Status report on In-lieu Water Supply Operations. Mr. Cory and Mr. Vecchiarelli reported on
the status of in-lieu productions for December and January. Mr. Cory also reported on the
planned shutdown of the Robert B. Deimer Filtration Plant March 7-11, 2005.
6. Highland Reservoir Site Slope Failures. Mr. Cory and Mr. Vecchiarelli reported on slope
erosion and surface slope failures at the Highland Reservoir site. The Committee discussed
an action plan to mitigate further erosion.
