DISCUSSION ITEMS
1. Treated Water Peakina Charae Studv by Met
Kevin Hunt and Brett Barbre led a discussion about MWD's peaking charge study.
In summary, the study compared the rate impacts of the treated water capacity
charge for all MWD member agencies. MWDOC is approximately 4% lower than
the average of the other agencies. The Diemer plant peak load is at 729 cfs. This
relates to a peaking factor of 1.96. MWDOC's rate is lower at 1.4. The potential
rate impact would impact the agencies having higher peak factors. The top 3
MWDOC agencies are Moulton Niguel WD, IRWD and Santa Margarita WD. The
committee discussed alternatives.
2. Tier 1/Tier 2 Proiections for 2005 and 2006 and mitigation strateaies
Kevin Hunt reviewed the Tier 1/Tier 2 Projections for 2005 and 2006. This year
MWDOC managed to not use tier 2 water. It is possible MWDOC may reduce the
tier 2 water rate next year.
3. Hazard Mitigation Plan
Kevin Hunt led a discussion about MWDOC's Hazard Mitigation Plan. Kelly
Hubbard of MWDOC is coordinating the plan. The costs will be shared by the
MWDOC agencies. This plan would allow agencies to apply for grants in the
future. Each agency will contribute approximately $5,000
4. 2006 Emeraencv Preparedness
Kevin Hunt explained MWDOCs proposed activities for emergency preparedness.
Kelly Hubbard is the chairperson leading the Water Emergency Response of
Orange County (WEROC). Michael Payne informed the committee that District
staff has volunteered to serve on WEROC during emergencies and drills.
The Ad-Hoc committee adjourned at 5:23 p.m.
