DISCUSSION ITEMS
1. Program Environmental Impact Report (PEIR).
Michael Payne asked Virginia to comment on the status of the PEIR and the
purpose for her September 23 letter. Ms. Grebbien reported the PEIR is about 5-
10% complete. YLWD asked OCWD why YLWD was excluded from the MOU
process and her reply was it was our request. YLWD disputed her statement. Ms.
Grebbien explained that she sent a letter with the MOU attached requesting YLWD
to execute the MOU if YLWD is interested in annexation. Director Beverage
requested copies of the MOU executed by IRWD and Anaheim.
2. Santa Ana River and Warner basin cleaning
Michael Payne reported YLWD experiences water quality problems and wells
having to be shut down when OCWD drains the Warner basin annually for cleaning.
Mr. Payne requested OCWD to review their operations and see if in-lieu could be
made or other operational changes made during the cleaning of the basin. Virginia
Grebbien stated she would look into the matter.

Virginia Grebbien gave the committee an update on the status of the GWRS project.
The committee asked questions about different aspects of the project. This was for
information only.
4. Basin Production Percentage Projections.
Virginia Grebbien provided the Committee with a status report of the current basin
production levels and forecasted projections. The total water demands for 04-05
are projected at 478,000 afy and 510,000 afy in 05-06. This will amount to 66%
BPP and 60% respectively. The Committee asked questions about different
aspects of the project.
The committee adjourned at 5:35 p.m.
