SUBJECT: Summary Minutes of the Executive-Administrative Committee meeting
The Executive-Administrative Committee held a meeting on May 18, 2004. Present were
Directors William R. Mills, Michael J. Beverage, General Manager Michael A. Payne and
Assistant General Manager Ken Vecchiarelli. The following items were discussed:
SB 1272 Ortiz. Michael Payne presented the committee with the latest information on
Senate Bill 1272 Ortiz. This Bill pertains to Special District Reform regarding attendance
at meetings, Directors fees, whistle blowing, auditing, and auditing reporting. Staff will
continue to monitor SB 1272 and provide updates to the Board of Directors as issues
change.
2. State Budget Property Tax Shift ERAF: Michael Payne presented the committee with the
latest information on the loss of revenue from the State of California for the share of the
property taxes. Staff will continue to monitor SB 1272 and will provide updates to the
Board of Directors.
3. SWEPI TCCA Agreement: Michael Payne reported the TCCA Agreement from SWEPI
had been executed by all parties and that the agreement had been delivered to the OC
Recorders office for recordation. No further discussion was done.
4. Hidden Hills Reservoir Grant Deed: Before this item was discussed, Director Beverage
informed the committee that he had a conflict of interest and he left the room. Michael
Payne reported that staff had successfully obtained a grant deed from S&S for the
property for the future Hidden Hills reservoir. Staff had also discussed and resolved
issues with the Corp of Engineers, Fish and Game, and the Chino Hills State Park
personnel.
Director Beverage returned to the meeting at this point.
5. Orange County Treasury Oversight Committee: Michael Payne reported the District had
received a letter of request from John Moorlach, Orange County Treasurer requesting that
the Districts consent to appoint Mr. Robert Fauteux to the Orange County Treasury
Oversight Committee. The committee discussed the background of Mr. Fauteux. This
issue will be presented to the Board of Directors on May 27, 2004 for consideration.
