HomeMy WebLinkAbout2004-08-17 - Executive-Administrative-Organizational Committee Meeting MinutesITEM NO. /q, 0-- SUMMARY MINUTES OF THE YORBA LINDA WATER DISTRICT EXECUTIVE-ADMINISTRATIVE-ORGANIZATIONAL COMMITTEE August 17, 2004 A meeting of the EXECUTIVE-ADMINISTRATIVE-ORGANIZATIONAL COMMITTEE was called to order by Committee Chair William R. Mills at 4:00 p.m. The meeting was held at the District Headquarters, 4622 Plumosa Drive, Yorba Linda. Directors Present: Staff Present: William R. Mills, Jr, Chair Michael A. Payne, General Manager Michael J. Beverage Mike Robinson, Assist4"ministrator BY THE BOARD OF DIRECTORS Introduction of Visitors and Public Comments OF THE YORBALINDA WATER DISTRICT. None AUG 6 0 Action Calendar Items BY 1. Special District Public Education Program. Mike Robinson reported that ACWA and CSDA are joining forces to devel a Special District Public Education Program. The purpose of the new program is to educate individuals and state officials about Special Districts. The Committee reviewed the various amounts and concurred with staff on a contribution of $250 for public education. A report would be submitted to the Board in August along with a recommendation. 2. ACWA Legislative Committee Proposals. Mike Robinson reported that ACWA has submitted a letter of request asking the District if there are any legislative proposals that YLWD would like ACWA to sponsor or to assist on. The Committee discussed the issue of mailing costs of the Consumer Confidence reports and also additional protection of future raids on District's funds. A report would be submitted to the Board in August along with a recommendation. Standina Items 3. Board of Directors Agenda Formats Michael Payne discussed with the Committee the new agenda format and the Committee process and minutes. The Committee offered advice. 4. Board of Directors, General Manager, and Consultant Expenses Michael Payne reviewed with the Committee the quarterly expenses for the Board of Directors and General Manager. Staff did not have a report on the Consultant expenses. 5. District Purchasing Policy Michael Payne reviewed with the Committee the Districts Purchasing policy along with the policy from the City of Yorba Linda. Staff will prepare a report that will provide recommendation on revising the purchasing policy limits. Information Items 6. Election Process Michael Payne reviewed with the Committee the final report from the OC Registrar of Voters on the three candidates vying for two director seats. Adiournment: The committee adjourned at 5:35 p.m.
