AGENDA REPORT DATE: May 27, 2004 TO: President and Members of the Board FROM: Finance Accounting Committee SUBJECT: Summary Minutes of the May 25 h Finance Accounting Committee Meeting The Finance Accounting Committee held a meeting on May 25, 2004. Present were Directors Arthur C. Korn and John W. Summerfield and staff members Michael Payne, Kenneth Vecchiarelli and Beverly Meza. The following items were discussed by the committee. 1. State Budget: Staff members reported that the District will lose approximately 40% of the property taxes to the state. The committee discussed how this would affect the tax for the Revenue Bond. The committee requested that the staff monitor this issue and report back to the committee and Board of Directors. 2. OCWD Rate Increase: The staff members and committee members discussed how OCWD losing property taxes to the state could impact the District. This can greatly affect the District's water cost. 3. Investments: Staff members reported that the District's Investment Policy will be presented to the Board for annual review in July 2004. Staff is currently reviewing the policy. 4. CalPERS Retirement: Staff members reported that for the past several years the District has not had to pay the employer or employee's portion, as the District was super funded. The super fund is used up and for the year 2004-2005 the employer's portion is estimated to be approximately $245,000. In fiscal year 2005-2006 staff estimates the District's cost will be approximately $359,000. The committee discussed this item and requested that staff report to the committee any changes.
