YORBA LINDA WATER DISTRICT PERSONNEL-RISK MANAGEMENT COMMITTEE OCT 4 September 24, 2004 - 3:30 p.m. A meeting of the Personnel-Risk Management Committee was called to order by Commi e Chair John Summerfiield at 4:00 p.m. The meeting was held at the District Headquarters, 4622 Plumosa Drive, Yorba Linda. DIRECTORS PRESENT John W. Summerfield, Chair William R. Mills, Jr. STAFF PRESENT Michael A. Payne, General Manager ALSO PRESENT Mark Schwing ACTION CALENDAR ITEMS 1. None STANDING ITEMS 2. Title Classification changes Staff presented an oral report on title classification and organizational changes that administration is considering. A report with recommendations will be submitted to the personnel-risk management committee for their review at the next regularly scheduled committee. This item was information only. 3. Liability Claims Staff presented a status report on liability claims filed against the District. A claim for plumbing repairs filed by Sav-on was settled by the General Manager. This item was information only. 4. Status of Recruitments Staff reported the District filled the Accounting Assistant I position. The filing period for Plant Operator II has closed and staff was reviewing all of the applications. The District's budget and authorization included a new position for Plant Operator I. Due to the number of applications submitted, staff is looking to fill the Plant Operator I vacancy at this time as well. This item was information only. INFORMATION ITEMS 5. CALPERS - Super funded reserves Staff reported the District received a letter from CALPERS informing the District is no longer super funded. Mr. Payne reported this amounts to approximately $244,000 each year. Mr. Payne and staff member Chau Le will attend the CALPERS educational forum in October and will make a detailed report to the committee and Board on this issue. This item was information only. 6. ACWA Health Benefits Staff reported the District received a letter from ACWA stating the Health Insurance premiums are going up between 3% and 26% depending on the health plan. A memo will be sent out to all employees and Directors informing them of the new rates and open enrollment period. This is for information only. 7. CalPERS Service Credit Staff reported CalPERS received an application from a current District employee who applied for prior PERS service credits while working at the District as a "temp" through an employment agency. 8. PERB claim update Staff reported the District received a claim filed by the Employees Association regarding two employees claiming they have been underpaid. A hearing is set for October 22, 2004.
