SUBJECT: Summary Minutes of the Personnel-Risk Management Committee Meeting
The Personnel-Risk Management Committee held a meeting on February 19, 2002. Present were
Mark Abramowitz, Paul R. Armstrong, William Robertson, Mike Payne, Lee Cory, Vince
Blundo and Mike Robinson. Also present was Sargent Lever representing the Brea Police
Department. The Committee discussed the following:
t. Security. Mr. Payne presented a detailed report on security issues. In addition, he facilitated
a lengthy discussion between Committee members and staff with input and comments by the
Brea Policy Department. Items for action by'the Board of Directors at some future Board
meetings will include a change order for added security measures as part of the Richfield
Road renovation project, fencing and roof at Highland Reservoir. In addition, staff indicated
they might need a security expert to assist them in the future. A decision on the consultant is
a few months away. Sargent Lever reported the District's study and plan of action is "above
average." Sargent Lever, Lee Cory and Vince Blundo departed after discussion of this item.
2. District tours. Mike Robinson reported that Met still has a ban on public access to their
facilities. In addition, the Richfield Road plant is under construction so it is not presentable
to the public for safety and aesthetic reasons. The Committee discussed whether the District
should continue tours. The consensus is to continue. If the Diemer plant is never available
then staff will consider modifying tours to half-day schedules with focus on the Richfield
Plant, OCWD's recharge operations and the eastern service area.
3. Employee Survey. This item was continued to the next Committee meeting.
4. Golf course water rate. The Committee discussed this matter at length and asked the General
Manager to obtain the City's golf course study.
s. OCWA Salary Survey. This item was continued to the next Committee meeting.
6. Status of Recruitment's. This item was continued to the next Committee meeting.
Property Insurance renewal. This item was continued to the next Committee meeting.
