Summary Minutes of the Personnel-Risk Management Committee meeting
The Personnel-Risk Management Committee held a meeting on May 2, 2002. Present were
Directors Mark Abramowitz and Paul Armstrong. Staff members present were William
Robertson, Michael Payne, Gloria Lujan and Michael Robinson. The following items were
discussed:
1. Employee Survey: Michael Robinson reviewed the latest employee survey with the
Committee. The committee asked several questions about the results. The Committee
members agreed to review the survey results and if there were questions, they would
contact Mike Robinson directly.
2. Health Insurance: Bill Robertson reported that certain health insurance premiums for the
employees exceeded the amounts listed in the MOU, but that there are provisions that the
District would pay the increased costs. The Committee concurred and requested the
General Manager to inform the other Board members of the intended action.
3. Property Insurance deductibles. Michael Payne provided the Committee members with
additional information on deductible levels and the various premiums. The Committee
requested staff to research the number of incidents if any for the past 5 years. Staff would
bring this information to the next Committee meeting.
4. Risk Management activities update: Michael Payne presented an update on the open
liability claims, claims filed against others, workers compensation claims and the status
of property insurance claims.
5. OCWA Salary Survey: Michael Payne and Gloria Lujan informed the Committee that
staff was compiling additional salary survey information. Staff would provide their
findings to the Committee when finished.
6. Liability Claims:
a) Michael Payne reported the District received a damage claim from Cartel Electronics.
Mr. Payne informed the Committee staff was reviewing the alleged incident and
would provide a recommendation to the Board of Directors on May 23, 2002.
b) Michael Payne reported on a damage claim had been submitted to the District. The
claim was filed by Mercury Insurance and Virginia Cruz. Staff had learned additional
information and would be settling the claim in the amount of $
