SUBJECT: Summary Minutes of the Planning-Engineering-Operations Committee Meeting
The Planning-Engineering-Operations Committee held a meeting on March 17, 2004. Present
were directors Paul Armstrong and Michael Beverage and staff representatives Ken
Vecchiarelli and Chuck Gray. The following items were discussed:
1. Grandview Avenue Sewer Extension. Mr. Vecchiarelli and Mr. Gray reported on the
progress of communications with property owners on Grandview Avenue regarding a
proposed sewer extension project. With the positive feedback received and a majority of
the property owners interested, staff recommended moving forward with District
participation in the project. A report regarding this matter is part of the March 25, 2004
agenda for the Board's consideration.
2. SWEPI Temporary Capacity Credit Agreement, Village III. The Committee discussed the
latest details of this draft agreement which identifies conditions that would allow
development to continue in Village III.
3. Proposed Declaration of Restrictive Covenants for Avalon Homes. Mr. Vecchiarelli
reported that conditions for development within the upper lots in Avalon Homes' Tract
within the Pulte Development may require modifications to a previously approved
Declaration of Restrictive Covenants. The issues discussed included private pressure
augmentation systems proposed to also serve as part of the private fire suppression system.
The Committee suggested staff review these matters further and consider insurance
implications. Staff will return to the Committee with additional information.
4. Pulte Offsite Sewer Improvement Project. Mr. Vecchiarelli and Mr. Gray reported on the
status of the three major segments of this project, proposed construction timelines for the
segments and the proposed changes to the tract phasing associated with delays not caused
by Pulte. A report regarding this matter is part of the March 25, 2004 agenda for the
Board's consideration.
