A meeting of the Planning-Engineering-Operations Committee was called to order by Committee Chairman Michael J. Beverage at 4:00 p.m. The meeting was held at the District Headquarters, 4622 Plumosa Drive, Yorba Linda. DIRECTORS PRESENT STAFF PRESENT Michael J. Beverage, Chair Michael A. Payne, General Manager Paul R. Armstrong Ken Vecchiarelli, Asst. General Manager Bill Moorhead, Senior Project Engineer ACTION ITEMS Design of the Hidden Hills Reservoir. Mr. Vecchiarelli reported staff is prepared to recommend award of a consultants agreement to design the Hidden Hills Reservoir project. The committee discussed this recommendation at length including the basis for the proposed sizing of the reservoir and the basis for the award recommendation. The discussion included matters related to the Water Master Plan Analysis and Design Criteria, previously reviewed at the Plan ning-E ngineering- Operations Committee Meeting on August 11, 2004, and matters related to the economic feasibility of annexing service areas to Orange County Water District. INFORMATION ITEMS 2. Water Master Plan Report. Mr. Vecchiarelli stated that staff and Carollo Engineers will present the Water Master Plan Analysis and Design Criteria for consideration by the Board of Directors at their regular meeting on October 14, 2004. Mr. Moorhead left the meeting following this statement. 3. Bastanchury Parcel Appraisal. Mr. Vecchiarelli stated staff received the land appraisal report for the parcel located north of Bastanchury Road within the proposed Lennar development project. The committee discussed the surrounding development plans and an approach for the proposed property exchange agreement with Lennar. Mr. Payne left the meeting following this discussion. 4. Capital Facilities Project Status. Mr. Vecchiarelli reported on the progress of various capital improvement and replacement projects currently under construction including the Emergency Bastanchury Road Pipeline Replacement, Segments 2 and 3 of the Pulte Offsite Sewer projects, the Highland Booster Station Improvements and the Central Yorba Linda Pipeline project. The committee adjourned at 5:30 p.m.
