A meeting of the Planning-Engineering-Operations Committee was called to order by
Committee Chairman Michael J. Beverage at 4:00 p.m. The meeting was held at the
District Headquarters, 4622 Plumosa Drive, Yorba Linda.

2. Low Water Pressure Study. Mr. Vecchiarelli briefed the committee on the status of
the Water Master Plan Update, which is expected to be completed by the end of
the year.
INFORMATION ITEMS
3. Bastanchury Property Exchange and Lennar Development Phasing Agreements.
Mr. Vecchiarelli passed out copies of a letter received from Lennar which outlined
their understanding of water system phasing issues for their proposed property
development north of Bastanchury Road and south of the District's Bastanchury
Reservoirs. The committee discussed these points and the approach for the
proposed property exchange agreement and facilities phasing agreement with
Lennar. Director Beverage left the meeting following this discussion due to a
conflict of interest with the next two items.
4. Land Appraisal for Fairmont Reservoir Parcel. Mr. Vecchiarelli stated the District
received the appraisal report for the parcel at the Fairmont Reservoir site, which
Shapell Industries has declared its interest in acquiring. Staff is working with legal
counsel on an agreement which includes additional improvements to the existing
reservoir and booster station site for consideration of the parcel of interest.
5. Draft Facilities Finance, Design and Construction Agreement. Mr. Vecchiarelli
reported staff and legal counsel are preparing an agreement with Shapell Industries
for design and construction of transmission pipelines in the Bastanchury Road
extension to Fairmont Boulevard. Director Beverage returned to the meeting at the
end of this discussion.
6. Capital Facilities Project Status. Mr. Vecchiareili reported on the progress of
various capital improvement and replacement projects currently under construction
including the Emergency Bastanchury Road Pipeline Replacement, Segments 2
and 3 of the Pulte Offsite Sewer projects and the Siesta Lane Sewer
Improvements. Director Beverage inquired about the status of the proposed
Grandview Avenue Sewer project. Mr. Vecchiarelli reported that the project now
includes replacement of the water pipelines in the street, which are identified for
replacement in the District's current Five Year Plan.
