DATE: February 27, 2003 FE 20 3 TO: President and Members of the Board ~i FROM: Planning-Engineering-Operations Committee SUBJECT: Summary Minutes of the Planning-Engineering-Operations Committee Meeting The Planning-Engineering-Operations Committee held a meeting on February 19, 2003. Present were Paul Armstrong, Bill Mills, Bill Robertson, Ken Vecchiarelli, Lee Cory, Rick Walkemeyer and Leon de los Reyes. The following items were discussed: 1) Chlorine Disinfection System Conversion. Mr. Vecchiarelli reported that the plans, specifications and bid documents for the Sodium Hypochlorite Conversion Project are complete and ready for solicitation of construction bids. The committee discussed some of the project's features, costs and benefits with input from all attendees. Messrs. Cory, Walkemeyer and de los Reyes left the meeting following this discussion. 2) SWEPI Temporary Tank. Mr. Vecchiarelli reported that District's legal counsel continues to work closely with counsel for the City of Yorba Linda on revising a land lease agreement for the Zone 3 Temporary Reservoir in the Vista Del Verde Development. Staff will present this agreement for the Board of Director's consideration at a later date. 3) Highland Reservoir Replacement. Mr. Vecchiarelli reported that staff is preparing to request proposals for the Highland Reservoir Replacement Study. Mr. Robertson commented on the financial implications of a replacement project for this critical piece of infrastructure and the committee discussed some of the challenges this project will present for staff and the Board in the months ahead. 4) Phase 3 of the Richfield Master Plan. Mr. Robertson reported that various workshops held recently with staff have solidified the need to consider the third phase of improvements for the District's Richfield Road property. Mr. Robertson reported that staff will present this matter to the full board for discussion at the upcoming Board's Goals Workshop. 5) Water Service for the Yorba Linda Country Club. Mr. Vecchiarelli reported that Yorba Linda Country Club has requested a backup water service connection for the golf course irrigation needs. The committee discussed this request and suggested staff analyze the impacts of the potential increased demands on the District's distribution system. 6) Other. Mr. Vecchiarelli reported on communications received from Consulting Engineers working on the Orange County Gateway railway transportation corridor project.
