SUBJECT: Summary Minutes of the Planning-Engineering-Operations Committee Meeting
The Planning-Engineering-Operations Committee held a meeting on July 2, 2003. Present
were directors Paul Armstrong, and Bill Mills; staff representatives Bill Robertson and Ken
Vecchiarelli; and Pulte representatives Darren Warren and Patti Nahill. The following items
were discussed:
1. Pulte Development Phasing. Mr. Vecchiarelli reported on negotiations with Pulte
regarding proposed changes to their development phasing as it relates to water and sewer
infrastructure. Mr. Vecchiarelli updated the committee on the construction progress of
the permanent and temporary reservoirs, the control facility and booster station and
various water transmission pipelines currently under construction within the development.
The committee discussed the proposed approach to phasing housing starts with
downstream sewer improvements. Mr. Warren and Miss Nahill left the meeting
following this discussion. This item is expected to come before the Board of Directors
for their consideration on July 24, 2003.
2. Vista Del Verde Village 3. Mr. Vecchiarelli reported on discussions with the Vista Del
Verde Partnership regarding their proposed use of a temporary reservoir in Village 3 for
fire protection purposes during construction. The Committee discussed this proposal
briefly.
3. Other. Mr. Vecchiarelli reported that the Operations Department is currently soliciting
bids for a two-year paving contract for street resurfacing. Mr. Vecchiarelli briefly
reported on the progress of a draft land swap agreement between SWEPT and the District
at the Bastanchury Reservoir and Booster Station Site. Mr. Vecchiarelli and Mr.
Robertson reported on receiving a draft agreement for consideration of participating in the
MWD Long-Term Groundwater Storage Program (proposed Well No. 19). The District's
legal counsel is eurrently reviewing this agreement and providing input and advice.
