SUBJECT: Summary Minutes of the Planning-Engineering-Operations Committee Meeting
The Planning-Engineering-Operations Committee held a meeting on October 14, 2003.
Present were directors Paul Armstrong, and Bill Mills, and staff representatives Bill
Robertson and Ken Vecchiarelli. The following items were discussed:
1. Vista Del Verde Village ;III Water Service - Amendment No. 2. Mr. Vecchiarelli
presented information regarding negotiations with representatives of the Vista del Verde,
L.P. partnership. The committee discussed a potential water capacity agreement and
second amendment to the Phasing Agreement related to advanced water service for the
development of Village III.
2. Pulte Sewer Deficiencies. Mr. Vecchiarelli reported on the outcome of a City Parks and
Recreation Committee Meeting he attended on September 25, 2003 with representatives
from Pulte Homes and Hall and Foreman, Inc., the District's Sewer Consulting Engineer.
Mr. Vecchiarelli reported on comments from the Commissioners and the public related to
a presentation on the proposed sewer improvements in Drainage Area 1. The project
temporarily restricts use of short segments of the E1 Cajon Trail near the Buena Vista
Equestrian Center. The Planning-Engineering-Operations Committee discussed the
possibility of additional public information meetings and public outreach that may be
appropriate for this project. Staff will discuss this matter in more detail with the Public
Information Committee.
3. Greystone Homes Proposed Development. Mr. Vecchiarelli presented a look at the latest
plan set for improvements at the Bastanchury Reservoir and Booster Station site and the
proposed development by Greystone Homes south of the District's property.
4. District Projects Update. Mr. Vecchiarelli gave a brief status report on the progress of
improvement projects currently under design including the Highland Reservoir
Replacement, the Siesta Lane Sewer Extension, and the Zone 2 Transmission Pipeline. .
5. Other. Mr. Robertson discussed the conditions of participation in Metropolitan Water
District's Long-Term Groundwater Storage Program and the issues related to moving
forward with proposed Well No. 19. The Committee discussed the benefits and risks
associated with the District's participation in this program. Staff will present a
recommendation for the Board of Directors' consideration at the regular Board Meeting
on October 23, 2003.
