SUBJECT: Summary Minutes of the Planning-Engineering-Operations Committee Meeting
The Planning-Engineering-Operations Committee held a meeting on March 5, 2002. Present
were John Summerfield, Michael Beverage, Bill Robertson, Lee Cory, Ken Vecchiarelli,
Staci Bavol, Jeff Coplen, Leon de los Reyes, Sven Hermelin, Cheryl Kielty, Beverly Meza,
Nem Ochoa, Kris O'Neil, Mike Robinson, Art Vega, Rick Walkemeyer and Craig Gooch
from Psomas. The following items were discussed:
1. YLWD Geographic Information Systems (GIS) Implementation Plan. Craig Gooch from
the engineering and consulting firm of Psomas and Associates presented a summary of the
District's GIS Implementation Plan. A PowerPoint presentation accompanied the full
implementation report. Mr. Gooch answered questions of the two Board members and
was dismissed following a discussion on this subject. Staff members present for the
report and presentation were also dismissed following this discussion.
2. SWEPI FFDCA's (Includes Board agenda item continued from February 14, 2002). Mr.
Vecchiarelli gave a summary report of the various Facility Finance, Design and
Construction Agreements, both executed and in draft form, for the water and sewer
infrastructure required for the various phases of the Vista del Verde development.
Pulte FFDCA. Mr. Vecchiarelli reported that the FFDCA with Pulte on the zone 3 and
zone 4 transmission pipelines was executed by Pulte and is ready for Board consideration.
The agreement includes District reimbursement to Pulte for upsizing these mains.

SWEPI reimbursement (Board agenda item continued from February 28, 2002). Director
Beverage excused himself from the discussion on this matter. Mr. Vecchiarelli reported
on the reimbursement conditions established by the FFDCA with SWEPI on the zone 3
and zone 4 transmission pipelines through Villages 1 and 2. The District exercised its
option to upsize these mains and is splitting the costs across the areas of benefit in
accordance with the adopted budget.
Other. Mr. Vecchiarelli reported that drilling operations by Beylik Drilling for the new
groundwater production well at the plant was proceeding ahead of schedule. Mr.
Vecchiarelli reported that the 36-inch transmission pipeline in Richfield Road has been
isolated from the distribution system and is now a dedicated pipeline to Highland
Reservoir. Staff has also drafted an RFP for design of the dedicated pipeline from Well
No. 15.
