SUBJECT: Summary Minutes of the Planning-Engineering-Operations Committee Meeting
The Planning-Engineering-Operations Committee held a meeting on June 4, 2002. Present
were John Summerfield, Mike Beverage, Bill Robertson, Ken Vecchiarelli and Ray Hahn.
The following items were discussed:
1. Richfield Plant Renovation. Mr. Hahn and Mr. Vecchiarelli reported on the progress of
the renovation project at the Richfield Plant. Mr. Halm showed pictures of the work in
progress and discussed the projected completion schedule. Mr. Vecchiarelli reported on
communications with the City of Placentia regarding their schedule for the Richfield Road
Widening and Miraloma Avenue through street and widening projects. The Well IS
Transmission Pipeline connecting to the Richfield Road Transmission Pipeline down
Miraloma Avenue will control the city's schedule on their project.
2. Well No. 18 status report. Mr. Halm and Mr. Vecchiarelli reported on the well
development and pump testing of the new groundwater production well at the Richfield
Plant. Richard Slade and Associates, the project hydrogeologist submitted a draft report
on these results and made an initial recommendation for the production design and
equipping of the well. Mr. Hahn left the meeting following this discussion.
3. Transmission Pipelines in Bastanchury Road. Mr. Vecchiarelli reported that staff is
completing CEQA compliance documentation and preparing requests for proposals for
engineering design, construction management and inspection services for two phases of
the Zone 3 and Zone 4 transmission pipelines in Bastanchury Road. The Board will
consider an action item on one of these phases at their regular meeting of June 13, 2002.
4. SWEPI FFDCA's. Mr. Vecchiarelli reported that the Facility Finance, Design, and
Construction Agreement (FFDCA) for the Bastanchury Sewer Trunk was currently being
executed by SWEPI and may appear on the Board's Agenda for their consideration at
their regular meeting of June 13, 2002. Mr. Vecchiarelli also reported that Toll Brothers
has presented a written intent to proceed forward with a temporary tank option near the
existing Zone 3 Reservoir and Zone 3 to 4 Booster Station in the Vista Del Verde
Development. This option was offered for consideration in Amendment No. 1 to the
Water and Sewer Phasing Agreement approved by the Board May 9, 2002 and executed
May 23, 2002. Staff will prepare a FFDCA with recommended conditions for this
temporary facility for the Board's future consideration.
5. Other. Mr. Vecchiarelli reported that construction has started on the Mountain View
Avenue Sewer extension west of Ohio Street. Staff is inspecting this project for
acceptance and has signed the agreement for service, which includes partial
reimbursement by the District for the private homeowner constructing this lateral and
share of reimbursements in future Resolution 100 refunds. One other resident on this
street is connecting at this time leaving three potential connections in the future. A
discussion followed regarding another such sewer extension on Avocado Lane, a private
street west of Avocado Drive. Staff is discussing various options with the residents on
this street.
6. Director Beverage requested information on staffs plans and a projected schedule for
recommendations to address low pressure concerns in Zane 3 within Improvement
District No. 1. A discussion followed. Staff will present a schedule at the next Planning-
Engineering-Operations Committee Meeting planned for June 18, 2002.
