BUILDING AD HOC COMMITTEE
January 18, 2007, 4:00 P.M.

A meeting of the Yorba Linda Water District Building Ad Hoc Committee was called to
order by John Summerfield at 4:00 pm. The meeting was held at District Headquarters,
4622 Plumosa Drive, Yorba Linda.
DIRECTORS PRESENT STAFF PRESENT:
Michael J. Beverage Kenneth Vecchiarelli, Assistant GM
John W. Summerfield William Moorhead, Sr. Project Engineer
Hank Samaripa, Project Engineer
DISCUSSION ITEMS
1. Mr. Vecchiarelli presented the results from the bid opening on Tuesday, January
16, 2007. Four pre-qualified general contractors submitted sealed bids for the New
Administration Building off Richfield Road and Miraloma Avenue. J.E. Grant
General Contractors of Carlsbad submitted the apparent low bid at $6,293,373 with
an alternate bid item of $152,455 for landscaping for a total construction cost of
$6,445,828. All four bids received were below the Architects estimate prepared in
July 2006. Gillis & Associates Architects Inc. has reviewed the bid from J.E. Grant,
found it to be complete and responsive and supports recommending award of the
construction contract to Grant. The Committee reviewed and discussed the
ancillary costs for the project not included in this construction bid and will support a
recommendation for consideration by the full Board of Directors for awarding the
project.
2. The Committee discussed an approach for finalizing the design and construction of
the water feature. Qualified subcontractors will present their qualifications, project
experience and ideas before a panel to consider before accepting bids. The prime
construction contract includes a portion of the water feature underground electrical
and plumbing but not any of the final equipment and surface materials.
3. Directors John Summerfield and Michael Beverage requested that the project go
forward and have staff prepare an agenda item for the next full Board meeting of
January 25, 2007 and proposed setting the budget for the New Administration
Building at $8M.
