Chapman Avenue, Placentia CA 92870 The October 14, 2013 meeting of the YLWD/City of Placentia Joint Agency Committee was called to order at 9:30 a.m. The meeting was held in the City's Administrative Conference Room at Placentia City Hall located at 401 East Chapman Avenue, Placentia CA 92870. 1. CALL TO ORDER 2. ROLL CALL YLWD COMMITTEE MEMBERS YLWD STAFF Gary T. Nelson, Mayor Troy L. Butzlaff, City Administrator Chad P. Wanke, Councilmember Eddie De La Torre, Mgmt Analyst David McLaren, Production Asst Antonia Castro-Graham, Mgmt Analyst 3. PUBLIC COMMENTS None. 4. ACTION CALENDAR 4.1 Approve minutes of the June 17, 2013 Joint Water Services Meeting The Council members and District board members had no changes or corrections to the minutes from the prior meeting. 5. DISCUSSION ITEMS 5.1 Vehicle and Equipment Sharing (Follow Up) City Administrator Butzlaff indicated that he would request information from LAFCO regarding the shared-services agreement and would provide an update at the next meeting. The Committee agreed to review the possibility of a rental agreement on vehicle and equipment. It was noted that Yorba Linda Water District would provide examples of agreements by the next meeting. There was discussion regarding the pros and cons of contracting out GIS services and the potential savings of sharing staff among agencies. City of Placentia/Yorba Linda Water District Joint Water Services Committee Minutes, October 14, 2013 Page 2 of 2 5.2 Water Efficient Landscaping Opportunities (Follow Up) Management Analyst Castro-Graham provided a brief overview of the water efficient landscape opportunities. There was discussion regarding a potential project to place artificial turf on City medians, the cost and funding involved for the project. The Committee received maps of the project area. The Committee agreed to examine AB 27696 for potential funding. City Administrator Butzlaff noted that they would try to reduce cost and create a proposal to present to the Yorba Linda Water District Board. It was noted that this would encourage reduction in water consumption. The Committee agreed that the City would put together a project description identify available funding and water saving measures. 5.3 Orange County Water District Proposed Annexation City Administrator Butzlaff noted that Golden State Water Company provided a presentation to the City in February. He noted that the proposed annexation would increase the rates for residents. He noted that initially the City opposed the issue based on the information provided by Golden State Water Company and requested the information from Yorba Linda Water District. There was discussion regarding the proposed annexation. The Committee agreed that Yorba Linda Water District would provide a letter of response to the City with the information. 5.4 Matters Initiated by Committee Members Councilmember Wanke requested that the Committee examine the potential to share a GIS service agreement. 5.5. Items for Next Agenda Management Analyst Castro-Graham noted that the City would provide an update on the artificial landscaping project. 6.1 ADJOURNMENT 5.1. The meeting was adjourned at 10:16 a.m. The next YLWD/City of Placentia Joint Agency Committee meeting will be scheduled in November 2013 at the District's office on a date yet to be determined.
