' SUBJECT: Summary Minutes of the Personnel Committee Meeting
' The Personnel Committee held a meeting on January 10, 1994. Present were Sterling Fox, Mike
Beverage, William Robertson, Mike Payne and Roger Lubin. The following items were
discussed by the Committee:
' 1. Risk Management. Mike Payne distributed status report spread sheets on the Risk
Management activities. The report included an update on the status of claims filed by the
District against others, liability claims filed against the District, and Workers
' Compensation claims. The Committee reviewed the materials, asked questions and
discussed the claims with staff.
Mr. Payne departed at this point in the meeting.
2. Compensation Policy. Roger Lubin facilitated a lengthy discussion on the following
compensation issues: 1) compensation is a Board philosophy and policy; 2) the 1993
' salary survey showed that some positions are underpaid relative to the survey sample; 3)
is there validity to taking salary surveys; 4) the current MSC group contract is valid until
July 1995; 5) the pros and cons of different compensation packages for different groups;
' 6) how managers may alter pay packages by the way they use staff members; and 7)
contracting labor. The Committee discussed these issues at length and concluded the
Board Goals Workshop is a good time to try and get Board consensus on a compensation
plan.
' Roger Lubin departed at this point in the meeting.
' 3. General Manager's Job Description, Education Plan and Contract. The
Committee reviewed a copy of the General Manager's job description, discussed the
Education Plan and Contract.. The Committee suggested that a future Board meeting, the
Manager should submit his job description and a draft Contract to the full Board for their
review and comment. In addition, the Committee suggested the Manager should discuss
his continuing education plan with the Board.
