' SUBJECT: Summary Minutes of the Personnel-Risk Management Committee
Meeting
' The Personnel-Risk Management Committee held a meeting at 8:30 a.m. on August 30,
1994. Present were Carl T. Scanlin, Sterling L. Fox, William Robertson and Michael
Payne. The following items were discussed at the meeting:
1. Discussion of Liability Insurance Premiums-Coverage with
ACWA/JPIA and Sequoia Insurance. Mr. Payne facilitated a lengthy report
' on the method used by ACWA/JP1A to calculate the District's annual Liability
Insurance premiums. Mr. Payne then reported that because of the District' recent
claims history and "experience modification" factors, the 1994-95 ACWA
' premium will be higher than approved in the Budget. The annual ACWA/JPIA
premium will be presented for action by the full Board of Directors at the
September 8, meeting.
' Mr. Payne then reviewed the Sequoia Insurance coverage and premiums. The
annual cost for Sequoia insurance is less than the amount in the adopted Budget.
' 2. Report on Insurance Retentions-Catastrophic Restoration Reserves.
At a prior Risk-Management Committee meeting the Committee asked if the
District could reduce liability insurance premiums by applying the Catastrophic
' Restoration Reserve toward a self insurance. Mr. Payne reported that
ACWA/JPIA's insurance premium is based on a $25,000 self insurance retention
and is not affected if agencies have more than that set aside. Mr. Payne went on to
report that ACWA/JPIA could believes they could reduce the District's total annual
' insurance costs if they provided 100% of the District's insurance service (which
would include Workers Compensation and General coverage) instead of just the
liability insurance. Mr. Payne will investigate changing over to ACWA/JP1A
' during the next six months and report back to the Committee.
3. Status Report on Risk Management Activities. Mr. Payne presented a
status report on claims filed against the District, claims filed by the District against
others and Workers Compensation claims.
Mr. Payne departed at this point in the meeting.
' 4. Discussion of General Manager COLA adjustment. Mr. Robertson
reported the July 1, 1994, COLA adjustment for District employees was not
' automatic for his position. The Committee discussed the matter and requested that
the General Manager conduct a survey of comparable agencies before the District
give further consideration to this matter.
